I've looked at the chem station and I can't find it there either. I've tried looking in the workbench, it shows me plots, but no City Planner's desk. I can't find anything in the pipboy showing I can build a City Planner's Desk. I've activated Sim Settlements and SS:ROTC and City Settlement Menu, gotten the City Planner's holotape and the devices that came with it, popped the holotape in the pipboy. to it and the city will automatically build. My understanding from watching the video on this site is I can first create a City Planner's Desk, then assign someone. I've only found out about Sim Settlements and ROTC a couple of days ago, and I'm also really new to using mods/Nexus Mod Manager, so I'm probably missing something really basic in my understanding.
